　　县级集成改革试点圆满完成，获评2018—2020年度江苏省法治建设创新奖，谋划出台《江阴市当好改革再出发排头兵三年行动计划（2020—2022）》。农村集体产权制度改革试点入选第二批全国改革经验交流典型，社会救助项目列入全国社会救助创新实践案例，村级医疗互助“江阴模式”获评全国脱贫攻坚组织创新奖。县域治理现代化“江阴样本”模样初显，制定出台《关于打造县域治理现代化江阴样本的行动计划》，持续巩固提升以党建为统领，政务服务、基层治理、社会救助、生活服务、公共安全五大体系为主要支撑的“1+5”县域治理总架构，“推广江阴徐霞客镇‘1+4’乡镇治理机制”写入2020年江苏省委1号文。县域治理“江阴标准”更趋完善，完成政务服务、基层治理、社会救助和生活服务四个体系模块化建设、标准化打造，形成884项县域治理标准，自有标准拥有率近90%，其中，社会联动救助获批无锡地区首个国家基本公共服务标准化试点。

The modularization and standardization of the four systems of government services, grassroots governance, social assistance and life services have been completed, and 884 county governance standards have been formed. The ownership rate of its own standards is nearly 90%. Among them, Social assistance was approved as the first national standardization pilot for basic public service in Wuxi.

　　全力推动产业强市主导战略，密集出台一系列产业政策，并不断优化升级，提升政策的创新度、精准度、集成度。2020年，制定出台“惠企25条”，帮助企业应对新冠疫情，支持企业共渡难关，保障经济平稳运行；制定出台《关于大力推进产业强市建设 推动经济高质量发展的政策意见》《关于建设先进制造业科创中心加快创新发展的若干政策措施》《“六攻坚六突破”三年行动实施方案（2020—2022）》（红色部分删除），以及当好“四个排头兵”三年行动计划等政策，为全力开创高质量发展新局面提供政策保障。出台《江阴市进一步优化营商环境实施方案》《关于深化江阴市营商环境建设的若干意见》，为优化营商环境提供有力支撑。

　　高端人才是产业发展“新引擎”。江阴深入实施“暨阳英才计划”，持续推进“百千万”引才专项行动，完善柔性引才机制，创新设立海外人才工作联络站，不断提高各类人才特别是“高精尖缺”人才招引政策的含金量和吸引力。围绕人才最关注的资金、财税激励、居住、医疗、出入境、子女教育等诉求，开辟绿色通道，精准对接服务，进一步提高人才对江阴的认可度、归属感。目前，全市人才总量达43.2万人，其中高层次人才1.41万人，累计引进诺贝尔奖得主8名，建立诺奖研究院7家，引育国家级专家51名，江苏省“双创”人才79人、“双创”团队11个、“双创”博士55人，近1200个创业团队在各类科技孵化器、加速器创新创业，一批支撑产业转型、引领城市发展的创新创业载体不断壮大。

　　2020年，全市高新技术产业产值占规模以上工业产值比重40.9%，全社会研发投入占GDP比重3.3%。拥有国家特色产业化基地9个，国家级科技企业孵化器3个，国家级科技企业加速器1个，省级科技产业园7个，高新技术企业650家，省工程技术研究中心173家；获批国家、省、无锡市级各类科技计划项目165项，组织实施重点产学研合作项目99项；成功与4位院士建立了合作关系，引进国外高端人才53名，国外专业人才322名。荣获江苏省科学技术奖励2项。

　　2020年，全市新批外资项目40个，实际利用外资9.2亿美元。其中协议外资超3000万美元项目13个，总投资超亿美元项目8个，实现协议注册外资14.46亿美元。全年新批境外投资项目27个，完成对外直接投资总额10.56亿美元，继续保持全省县级市第一。

　　In 2020, 40 new foreign investment projects were approved in the city, and the actual use of foreign capital was USD 920 million. Among them, there are 13 projects with contractual foreign investment exceeding USD 30 million, and 8 projects with total investment exceeding USD 100 million. The agreed registered foreign investment reached USD 1.446 billion. In the whole year, 27 overseas direct investment projects were newly approved, with a total foreign direct investment of USD 1.056 billion, making Wuxi the top 1 among county-level cities in the province.

　　其中对“一带一路”沿线国家投资项目8个，中方协议投资额5346万美元。全市完成进出口总额191.40亿美元，其中出口123.89亿美元，进口67.51亿美元，已与198个国家和地区实现贸易往来，30家企业32个出口品牌获评“江苏省重点培育和发展的国际知名品牌”，品牌规模位列全省同类城市第一位。全市对外开放泊位达到40个，口岸外贸吞吐量6475万吨，进出国际航行船舶同比增长5.37%，征收关税同比增长1.54%，中信中煤两个10万吨级泊位正式对外开放，进境粮食、肉类指定监管场地正式获批。

The city has opened 40 berths to the outside world. The port’s foreign trade throughput was 64.75 million tons. International ships entering and leaving international voyages increased by 5.37% year-on-year, and tariffs collected increased by 1.54% year-on-year. The two 100,000-ton berths of CITIC China Coal were officially opened to the outside world. And the designated supervision site for imported food and meat was officially approved.

　　江阴高新区，位于江阴城区东部，辖区面积80平方公里，常住人口约18万人，是我国东部沿海地区唯一拥有长江岸线的国家高新区，前身为江阴经济开发区，于1992年成立；2011年6月，升格为国家高新技术产业开发区；2014年10月，成功跻身苏南国家自主创新示范区行列。

　　Jiangyin High-tech Zone, located in the east of Jiangyin City, covers an area of 80 square kilometers and has a permanent population of about 180,000. It is the only national high-tech zone in the eastern coastal area of China near the bank of the Yangtze River. It was formerly known as Jiangyin Economic Development Zone established in 1992; in June, 2011, it was upgraded to a national high-tech industrial development zone; and in October, 2014, it was successfully rated as the Southern Jiangsu National Independent Innovation Demonstration Zone.

The zone has the world’s largest single special steel manufacturer, the world’s largest steel cord manufacturer, the world’s largest motherboard manufacturer of notebook, the China’s largest wire rope and bridge cable manufacturer, the China's largest semiconductor packaging and testing company, and pioneers and leaders in the Chinese medicine formula granule industry.

　　目前，区内有世界500强及知名跨国企业投资项目21家（个），年销售额10亿元以上企业28家，其中超千亿企业1家，“中国企业500强”1家，上市企业15家。2020年完成GDP 1060亿元，公共预算财政收入61.7亿元，固定资产投资270.5亿元，到位注册外资5.2亿美元，持续保持稳中向好的发展态势。

　　江阴临港经济开发区，成立于2006年1月，行政区划面积220平方公里，拥有24公里长江岸线，户籍人口超20万人。下辖璜土镇、夏港街道、申港街道、利港街道，设有石化新材料产业园、金属新材料产业园、新能源产业园、机械装备产业园、长江港口综合物流园区、临港化工园区和江阴综合保税区，其中，璜土镇与石化新材料产业园、夏港街道与金属新材料产业园、申港街道与新能源产业园、利港街道与机械装备产业园实行镇街园一体化运作。

　　Jiangyin Lingang Economic Development Zone, established in January, 2006, has an administrative area of 220 square kilometers, with a coastline of 24 kilometers along the Yangtze River and a registered population of over 200,000. It has Huangtu Town, Xiagang Sub-district, Shengang Sub-district, Ligang Sub-district, as well as Petrochemical New Material Industrial Park, Metal New Material Industrial Park, New Energy Industrial Park, Machinery Equipment Industrial Park, Yangtze River Port Integrated Logistics Park, Lingang Chemical Park and Jiangyin Comprehensive Bonded Zone, among them, Huangtu Town and Petrochemical New Material Industrial Park, Xiagang Sub-district and Metal New Material Industrial Park, Shengang Sub-district and New Energy Industrial Park, Ligang Sub-district and Machinery Equipment Industrial Park implement integrated operation among towns sub-districts and parks.

　　

　　2020年，临港经济开发区继续在江苏省省级开发区中经济总量位列第一，拥有本土上市企业13家，13家企业入库税金超亿元，23家本土企业入围中国各类企业500强，实际利用外资4.36亿美元，创历史峰值。正在全力打造智慧能源、中信事业、节能环保及光催化、保税小镇及加工贸易、智慧港口等千亿级产业集群。获评中国国际化营商环境建设十佳产业园区、江苏省首批特色创新（产业）示范园区、江苏省智慧园区、江苏省现代物流园区等30多项省级以上荣誉。

More than 30 provincial and above honors have been won, including China's Top 10 Industrial Parks for International Business Environment Construction, the first batch of Characteristic Innovation (Industry) Demonstration Parks in Jiangsu Province, Jiangsu Smart Park, and Jiangsu Modern Logistics Park.

　　江阴—靖江工业园区，2003年8月29日正式挂牌成立。作为全国首个跨江联动的开发区，园区改革创新管理体制机制，在现有行政区划不变的情况下，江阴、靖江两市跨江联动，资源共享，优势互补，共同发展，实现联动效应新提升，开创了全国跨行政区域经济合作的先河。目前，园区已成功打造出中国民营造船、国家重钢结构两大产业基地和“特色冶金—机电—汽车零部件—特色车辆”“特色冶金—钢结构—船舶修造”两条产业链以及船舶制造、金属材料、重钢结构、机械装备、汽车零部件和港口物流等6个百亿级特色产业。

　　Jiangyin-Jingjiang Industrial Park was formally established on August 29, 2003. As the first cross-river development zone in the country, the park reforms and innovates the management system and mechanism. Under the circumstance that the existing administrative divisions remain unchanged, the two cities of Jiangyin and Jingjiang are linked across the river, sharing resources, complementing each other's advantages, and achieving joint development which creates a precedent for economic cooperation across administrative regions in the country. At present, the park has successfully built two industrial bases of China’s civil shipbuilding and national heavy steel structure, and two industrial chains of "characteristic metallurgy-electromechanical-auto parts-characteristic vehicles" and "characteristic metallurgy-steel structure-ship repairing" and six ten-billion of characteristic industries, i.e. shipbuilding, metal materials, heavy steel structure, machinery equipment, auto parts and port logistics.

　　

　　目前，园区经济总量分别占江阴和靖江的5%、10%左右，成为全省南北合作、跨江融合发展的排头兵。进入新的历史发展阶段，园区将依托长江经济带，深度融入长三角，以建设高质量跨江融合发展试验区为总定位，以实现“千亿园区”为总目标，以产业强区、创新驱动、港产城协同、惠民利民为总方略，准确把握新发展阶段，深入践行新发展理念，积极融入新发展格局，全力打造两地发展增长极、先进制造集聚地、跨江融合桥头堡和联动协作示范区。2020年全年完成地区生产总值92亿元，规上工业产值167.26亿元，固定资产投资18.68亿元，一般公共预算收入7.87亿元，实际到账外资4009万美元。

With the general strategy of strengthening industrial areas, innovation-driven plan, cooperation between Hong Kong and cities, and benefiting the people and the people, the park will accurately grasp the new development stage, deeply practice the new development concept, actively integrate into the new development pattern, and make every effort to build a development and growth pole, an advanced manufacturing gathering place, a bridgehead for cross-river integration and a demonstration area for linkage and cooperation between the two places. In 2020, the regional GDP was 9.2 billion yuan, the planned industrial output value was 16.726 billion yuan, the fixed asset investment was 1.868 billion yuan, the general public budget revenue was 787 million yuan, and the actual foreign investment was 40.09 million US dollars.

　　

　　江阴—睢宁工业园区，2006年由江阴市和睢宁县合作共建, 是落实江苏省委省政府区域一体发展的重要载体，是全省首批南北共建园区，按照“独立运作、充分授权”的原则由江阴市委、市政府负责运行管理。园区交通区位优越，紧邻徐州观音国际机场和睢宁高铁商务区，位于长三角两小时高铁圈内，境内航道与京杭运河相连、通江达海，加速了融入长三角区域一体化的步伐，成为苏北推进“一带一路”交汇点战略建设的重要“桥头堡”。

　　Jiangyin Suining Industrial Park, jointly established by Jiangyin City and Suining County in 2006, is an important platform for the implementation of the integrated development of the Jiangsu Provincial CPC Committee and the Provincial Government. It is the first batch of north-south joint construction parks in the province. In accordance with the principle of "independent operation and full authorization", it is operated and managed by Jiangyin Municipal CPC Committee and Municipal Government. The park has an excellent transportation location which is close to Xuzhou Guanyin International Airport and Suining High-speed Railway Business District. It is located within the two-hour high-speed rail circle of the Yangtze River Delta. The domestic waterway is connected with the Beijing-Hangzhou Canal and the river reaches the sea, accelerating the pace of integration into the Yangtze River Delta region, and becoming an important "bridgehead" for North Jiangsu to promote the strategic construction of the BRI intersection.

　　

　　江阴、睢宁两地按照共建共享的原则，引导鼓励江阴企业到园区投资，发展“飞地”经济。园区突出高端装备制造产业特色，重点发展工程机械、特色装备、核心零部件等重点领域，推动产业基础高级化、产业链现代化。2020年两地以高质量发展为导向，划定4.6平方公里共建区域，建设新的江阴—睢宁工业园区，创建南北共建省级特色园区。

The park highlights the characteristics of the high-end equipment manufacturing industry, focuses on the development of key areas such as construction machinery, special equipment, and core components, and promotes the advanced industrial foundation and the modernization of the industrial chain. In 2020, the two cities were guided by high-quality development, delimited a 4.6 square kilometers joint construction area, built a new Jiangyin Suining Industrial Park, and created a provincial-level characteristic park under the cooperation of the north and the south.

　　

　　江阴选派6名人员到园区任职，园区领导班子、基础设施投入资金、项目招商以江阴为主，园区建立两地党委政府联席会议、园区管理机构、投资开发公司三层管理架构。江阴、睢宁按照8:2比例，共同投入1亿元，成立江苏澄宁投资开发有限公司，进行园区开发建设。

　　Jiangyin selected 6 personnel to serve in the park. The park’s leadership, infrastructure investment, and project investment are mainly managed by Jiangyin. The park has established a three-tier management structure from the joint meeting of the party committees and governments of the two cities, the park management agency, to the investment and development company. Jiangyin and Suining jointly invested 100 million yuan at the ratio of 8:2 to establish a company named Jiangsu Chengning Investment and Development Co., Ltd. to develop and construct the park.

　　

　　2021年，园区全面启动开发建设，引进超亿元项目10个，其中超5亿元项目3个，将江阴—睢宁工业园区建成苏南苏北优势互补、共建共享的创新示范区，建成淮海经济区新兴高端装备制造产业基地。
