　　居民收入节节攀升

　　Growing Income of Citizens

　　2020年，全市居民人均可支配收入61859元，增长4.8%；其中城镇居民人均可支配收入72185元，增长4.1%；农村居民人均可支配收入38416元，增长6.4%。农民收入连续21年蝉联全省同类城市第一。城镇居民家庭恩格尔系数为27.8%，农村居民家庭恩格尔系数为30%。城镇居民人均消费性支出34641元，农村居民人均消费性支出23423元。

　　In 2020, the city's per capita disposable income was 61,859 yuan, an increase of 4.8% from last year; of which, per capita disposable income of urban residents was 72,185 yuan, an increase of 4.1%, and rural residents 38,416 yuan, an increase of 6.4%. The income of local farmers has ranked the first among similar cities in the province for 21 consecutive years. The Engel coefficient of urban households was 27.8%, while for rural households was 30%. The per capita consumption expenditure of urban residents registered 34,641 yuan, that for rural residents being 23,423 yuan.

　　多措并举促进就业创业，致富百姓惠泽民生。全年提供就业岗位6.5万个，本地劳动力实现就业5.97万人，城镇新增就业2.92万人，城镇困难人员再就业6445人。扶持自主创业5817人，带动就业2.72万人，发放各类创业补贴3969万元，发放创业担保贷款3.14亿元。

　　Multi-pronged measures were taken to promote employment and entrepreneurship to benefit the people. Throughout the year, 65,000 jobs were created, and 59,700 local employees joined the workforce. 29,200 new jobs were added in urban areas, and 6,445 urban residents with difficulties in finding jobs were re-employed. 5,817 people started their own businesses under the support, offering jobs to 27,200 people. 39.69 million yuan of start-up subsidies in various kinds and 314 million yuan of secured loan to support start-ups have been issued.

　　Improve the Standard and Coverage of Social Security

　　2020年企业职工基本养老保险扩面新增5.5万人，净增2.2万人。连续16年提高企业退休人员养老金，人均月养老金达2230元。全市拥有养老床位14991张。2020年发放城乡居民最低生活保障2942万元；实施直接救助19万人次，直接医疗救助支出7392.6万元；实施临时救助269户次，发放救助金193.9万元；国家抚恤、补助各类优抚对象人数5148人。

　　The target number of employees newly included in the basic old-age insurance were 55,000 in 2020, while 22,000 people have been actually added to the scheme. Jiangyin has been raising the pension for retired employees for 16 years in a row, with per capita monthly pension reaching 2,230 yuan. There are 14,991 beds for senior care in the city. 29.42 million yuan of minimum living allowance for urban and rural residents was provided in 2020, with direct medical aid expenditure of 73.926 million yuan. 269 households received ad hoc financial aid, and 1.939 million yuan of aid was given, and 5,148 people received national subsidies, aid and various supports.

　　Education Is Thriving

　　2020年，全市教育经费总支出54.53亿元，其中一般公共教育经费38.81亿元，占一般公共预算支出比例达16.32%。全市教育现代化水平居省内领先地位，有江苏省优质幼儿园66所，在省市优质园就读幼儿占比达85.73%。 共组建15个教育集团，义务教育学校集团化办学覆盖率达25%，实施义务教育公办、民办学校同期招生。出台《江阴市基础教育资源布局三年行动计划（2020—2022）》，74家幼儿临时照护点全面完成分类治理工作，省义务教育标准化建设基本达标率达100%，华姿中专校创成省优质特色职业学校，南理工江阴校区等7所学校建成投运。

　　The total expenditure on education in Jiangyin reached 5.453 billion yuan in 2020, in which general public education cost 3.881 billion yuan, accounting for 16.32% of general public budget expenditure. The modernization level of education of Jiangyin is among the highest in Jiangsu. There are 66 provincial high-quality kindergartens in Jiangyin, with 85.73% of children studying there. 15 education groups were newly established, and the coverage rate of compulsory education school reached 25%, with compulsory education public schools and private schools admitting students simultaneously. Three-Year Action Plan on the High-quality Development of Education in Jiangyin (2020-2022) was formulated and rolled out, and 74 temporary caring homes for infants were fully classified and organized. The percentage of compulsory education schools meeting the provincial requirement for standardized education was basically 100%. Jiangyin Huazi Secondary Specialized School became a provincial-level high quality occupational school with distinctive features, and 7 other universities including Nanjing University of Science and Technology Jiangyin Campus were built and put into operation.

　　Jiangyin was awarded the “Major Project Pilot Zone for Provincial Elementary Education Prospective Teaching Reform”. Jiangyin Municipal Education Bureau was awarded the “Ministry of Education 2020 National Compulsory Education Quality Monitoring Excellent Organizer”, also awarded by Wuxi Municipal Party Committee as the “Outstanding Entity in Fighting against COVID-19” . The girl’s football team of Jiangyin No.2 Middle School and the boy’s football team of Jiangyin No.1 Middle School respectively won the championship of secondary school group in the Jiangsu “Governor’s Cup” Campus Football Match.

　　Health Services Covering Urban and Rural Areas

　　目前，全市有医疗卫生机构645个，其中医院37家、卫生院15家、社区卫生服务中心11家，开放床位9789张，卫生技术人员12120人。以医疗集团建设推动医药卫生体制改革，基本构建了以三级医院为龙头，二级片区医院为枢纽，社区卫生服务机构为基础，专科医院为特色，社会办医共同发展的医疗服务体系。

　　At present, there are 645 medical institutions with 9,789 beds and 12,120 medical staff in Jiangyin, consisting of 37 hospitals, 15 health centers, and 11 community health service centers. Jiangyin advocates for a health care system reform by promoting the development of medical groups. A medical service system has been established, which is led by tertiary hospitals, supported by secondary district hospitals, underpinned by community clinics and features specialized hospitals and involves private sectors in health care.

　　2020年全市卫生健康支出140385万元，占公共预算支出的5.9%。全市医疗服务总诊疗1009.3万人次；收治住院26.5万人次，全市医疗卫生事业总体运行情况良好。面对突如其来的疫情冲击和严峻复杂的宏观形势，江阴卫生健康系统坚决落实上级决策部署，积极响应国家号召，先后派出25名医护人员驰援武汉，奋力夺取新冠疫情防控阻击战和卫生健康事业高质量发展双胜利。市卫生健康委被评为江苏省抗击新冠肺炎疫情先进集体。

　　In 2020, the city's healthcare expenditure was 14.0385 billion yuan, accounting for 5.9% of the city's total public budget expenditure. Medical consultation and treatment services were offered to 10.093 million people in the city. 265,000 inpatients were admitted and treated, and the overall operation of the medical and healthcare undertakings in the city remained sound. Faced with unexpected epidemic and severe macro situation, Jiangyin’s Medical and Healthcare System insisted on implementing the policies made by the superior agencies, responded to the call of the state, and sent 25 medical staff to assist Wuhan, working hard to achieve both the prevention and control of COVID-19 and the high-quality development of health care. Jiangyin Municipal Health Commission was awarded “Outstanding Entity in the Fight against COVID-19”.

　　进一步完善“10分钟体育健身圈”，建成体育公园43个、健身步道162公里，新建长三角首个拼装式无边泳池，拥有社会体育指导员5979人，单项体育协会达57家，市级体育俱乐部60家，体育中心年接待观众及健身市民超110万人次。江阴绿道、黄田港公园获评2020年全省最美跑步线路、最美乡村健身公园。2020年组织元旦公益徒步等各类群众体育活动245场，承办中国足球甲级联赛、中国足协杯赛、中国象棋协会城市团体赛、长三角水上运动邀请赛等8项次省级以上赛事，江阴籍运动员在省级以上体育竞赛中共获得24枚金牌。江阴市获评省综合类体育产业基地，市体育中心、天华纱业、四方游泳、海澜国际马术俱乐部4家单位获评省级体育产业示范单位。海澜飞马水城获评省级夜间文旅消费集聚区建设单位、创建“体旅融合示范基地”，华西村入选第二批全国乡村旅游重点村名录。体彩销售继续保持全国区县销售领先地位，被国家总局中心评为全国区县优秀体彩机构。

　　Jiangyin has further improved the "10-minute fitness circle" by building 43 sports parks, 162km of fitness trails, and built the first split mounting type infinity pool in Yangtze River Delta. Jiangyin has 5,979 social sports instructors, 57 single sport associations, 60 municipal sports clubs, and a sports center which receives over 1.1 million visitors annually. Jiangyin Greenway was awarded the “2020 Most Beautiful Running Trail” and Huangtian Port Park was awarded the “Most Beautiful Rural Fitness Park” in Jiangsu. In 2020, Jiangyin hosted 245 public sports events such as the New Year's Day Charity Walk, and also organized 8 provincial-level and above sports events including the China League, the Chinese Football Association Cup, the Chinese Xiangqi Association Urban Team Competition, and the Yangtze River Aquatic Sports Tournament. Athletes from Jiangyin won 24 gold medals in sports competitions at above provincial level. Jiangyin City was rated as a provincial comprehensive sports industry base, and 4 local entities were awarded the “Provincial Sports Industry Demonstration Entities”, including Jiangyin Municipal Sports Center, Jiangsu Tianhua Cottonocracy Group, Jiangyin Sifang Swimming Rehabilitation Industry Co., Ltd. and Heilan International Equestrian Club. Heilan Pegasus Aqua City was awarded “Provincial-level Nighttime Cultural and Tourism Consumption Integration Area” and established the "Sports and Tourism Integration Demonstration Base". Huaxi Village was listed among “the second batch of National Rural Tourism Key Villages”. Sports Lottery sales remained the highest among all county-level cities in Jiangsu Province, and was awarded “Excellent Lottery Institute of National District and County Level” by the General Administration of Sports Lottery.

　　城市的文明之光，由一件件凡人善举汇集成束；城市的文明高度，由一个个道德楷模擎举托起。自1998年5月江阴被团中央赞誉为“志愿者之乡”以来，江阴坚持把学习好人、争当好人、礼遇好人作为建设“道德高地”的核心内涵，持续开展“寻找江阴好人”活动，吴协恩、张纪清、袁梅芬等一大批道德模范和身边好人典型可亲可敬可学。目前，江阴已涌现出全国道德模范及提名奖获得者3人、江苏省道德模范5人、“中国好人”17人、“江苏好人”29人，不断充实的“好人库”反哺新时代文明实践中心建设的“需求库”，在全社会形成了崇德向善、见贤思齐的浓厚氛围。

　　The kind action of every ordinary people can converge into a courteous atmosphere in a city. The height of a city’s morality is defined by its model citizens. Since Jiangyin was praised as the hometown of volunteers by the Central Committee of the Communist Youth League in May 1998, Jiangyin has insisted that the core of building the city into a moral highland should be to encourage people to learn and try to be good Samaritans and reward them for kind deeds. By organizing the campaign of “Searching for Good People in Jiangyin”, we see a huge group of moral models and good people represented by Wu Xie’en, Zhang Jiqing and Yuan Meifen, who are generally approachable, respectable and learnable. At present, the city is home of three moral models (including nominees) in China, 5 provincial moral models, 17 honored “Good People in China” and 29 honored “Good People in Jiangsu province”. The growing list of good people can help meet the demand for virtuous services by the Moral Education and Practice Center of the New Era, leading to an atmosphere where virtuous and kind actions are advocated and emulated.

　　近年来，江阴积极培育和践行社会主义核心价值观，持续加强公民思想道德建设，着力倡树社会文明新风，各类群众性精神文明创建活动丰富多彩，市民文明素质和社会文明程度显著提升，社会环境和人民生活更加美好。2020年，江阴以全国第三、全省第一的优异成绩蝉联全国文明城市。目前，江阴全面提升新时代文明实践中心和19个（镇、街道）所、267个（村、社区）站的建设成效，全面丰富文明实践活动内涵，着力打通精神文明建设宣传群众、教育群众、关心群众、服务群众的“最后一公里”。

With various activities being held in this regard, the moral awareness, the degree of social civilization, and people’s lives have become better. In 2020, Jiangyin won the title of “National Civilized City” for two consecutive years, ranking the 3rd in the state and the 1st in the province. 　　江阴历代崇文尚学，读书著作蔚然成风，阅读成为江阴这座城市亮丽的文化名片。从享誉全国的“一二三”读书工程，到连续举办25届读书节活动；从全国县域总分馆体系率先实现，到在全国首创 “三味书咖城市阅读联盟”社会化共建“阅读空间”模式，再到打造品牌化城市书房“艺风微书房”，“全民阅读”成为城市发展重要的文化支撑和智力支持。

　　Jiangyin has been advocating literature and learning throughout history, and reading is a habit ingrained into people’s everyday life. Reading has become a cultural label attached to the city of Jiangyin. From the nationally acclaimed “One Two Three” Family Reading Program, to the Reading Festival being held 25 times consecutively; from the first county-level integrated library system in the country, to the initiation of the “Urban Reading Union of Sanwei Bookstores” which brings about shared “Reading Spaces” and “Yifeng Mini Study” co-funded by public and private institutions, all these efforts under the reading campaign have provided important intellectual supports for the development of Jiangyin City.

　　江阴市图书馆现拥有52家分馆，与茶楼、花店、咖啡店等合作，在市民家门口建成12家分馆，每年读者超300万人次，图书借阅量超200万册。2020年新华书店销售额超2亿元，连续14年销售额超亿元。民间公益书屋“香山书屋”20家实体书屋和1000个书香漂流点为读者24小时开放。

　　At present, Jiangyin City Library has 52 branches. Branch libraries were successfully built in cooperation with tea houses, flower shops and coffee shops, with more than 3 million readers and more than 2 million books lent per year. 12 branches were built near citizens’ homes. The sales of Xinhua Bookstore reached 200 million yuan in 2020, which exceeded 100 million yuan for 14 consecutive years. The 20 physical bookstores and 1,000 book stations run by the non-governmental public bookstore “Xiangshan Bookstore” are open for readers 24 hours.

　　2020年，全市万人拥有公共文化设施面积超2000平方米，完成107家村（社区）综合文化服务中心省级创建和104家全民阅读公益服务点建设，实现235家农家书屋城乡全覆盖，7家农家书屋获评省五星级农家书屋。

　　In 2020, the area of public cultural facilities shared by every 10,000 people was 2,000 m2, and provincial-level development of 107 village (community) comprehensive cultural service centers and 104 public reading service centers has been completed. 235 rural libraries covered all urban and rural areas and 7 of them were awarded “Five Star Rural Library”.

　　疫情期间，创作“抗疫”各类文艺作品3086件，推送抗疫主题内容127期，学习强国平台、省、市各级微信公众号录用作品1348件。举办第24届“书香江阴”读书节，“美丽江阴，共读经典”——“江阴，教我如何不想她”经典诵读网络直播活动。举办江苏省第12届新人书法篆刻作品展和第14届江苏省“五星工程奖”（苏南片）比赛活动，32人书法作品入展，4个节目参加省级比赛，均居无锡之首。第五届“群芳奖”金奖数列无锡地区第一。开展“教我如何不想她”、市民文化节等文化活动，组织各类文化惠民活动3000多场，送演出85场、送评弹255场、送电影2976场、送书2.35万册。举办书法、美术、摄影等各类展览100多场。完成文联换届工作，深入实施“三江工程”，新增国家级会员8人。开展“民富村强画小康”艺术家乡村行写生采风活动，创作各类文艺作品6100多件。举办“校园小锡班”十周年活动，推动非遗文化传承发展。

Jiangyin organized the 12th Newbie Calligraphy and Seal Cutting Exhibition and the 14th Jiangsu “Five Star Engineering Award” (South Jiangsu) event, with 32 pieces of work presented and 4 shows participating in the provincial level contest, all ranking top of Wuxi. Jiangyin ranked the first for the number of gold medals in Wuxi at the 5th “Qunfang Award”. Jiangyin organized “How I Miss Jiangyin” and citizen culture festivals, hosted 3,000 various activities benefiting the people, and presented 85 cultural shows, 255 story and ballad telling shows, played 2,976 films and sent out 23,500 books. It also organized 100 calligraphy, fine arts and photography exhibitions. Jiangyin completed the leadership reshuffle at the literary federation, deepened “Sanjiang Project”, and newly recruited 8 state-level members. Jiangyin organized “Rich and Strong Villages Pursue Well-being” artists’ rural tour, painting and sketching event, creating 6,100 various pieces of artwork. The activities was organized to celebrate the 10th Anniversary of “Campus Little Wuxi Opera Troupe” driving the development of intangible cultural heritages.

　　江阴人的幸福感，是从烟火中熏出来的。舀一瓢江水，撒一把鲜美，慢慢熬煮，飘出人间最真实的活色生香，是游子们念念不忘的家乡味道。它是青阳软糯香甜的糕团，是申港豆香满溢的百叶，是华士浓油赤酱的冰油，是顾山秀色可餐的八大碗，是春日里刚出炉热气腾腾的荠菜烧饼、马蹄酥，是夏日里如糖似蜜的璜土葡萄、金顾山水蜜桃，是秋日一口咬破鲜美四溢的蟹黄汤包，是冬日饮下一杯暖心暖胃的黑杜酒和桌头搭配的粉盐豆。这些江阴的味道，源于美食，又超越美食，它们折射出江阴绵长而丰富的历史，妥帖安放着一切思念、怀旧的乡愁，即使一头在千里之外，一头也永远牵绊着记忆深处的故乡。

Simply grab a ladle of river water, scatter a handful of fresh food and cook slowly, then you’ll smell the most realistic scent of human life, which cannot be forgotten by wanderers. The good tastes may be soft, waxy, and sweet cakes of Qingyang, fragrant bean curds of Shengang, dense and thick Huashi soy sauce, the rich and colorful “8 Dishes” of Gushan, newly cooked shepherd's purse sesame seed cakes and horseshoe crisps in spring, sweet Huangtu grapes and Jingushan juicy peach in summer, a bite of tasty crab dumplings in soup in fall, and a cup of heidu wine warm to the stomach and heart, and powder salt beans beside it in winter. The flavor of Jiangyin sources from delicious food but also surpass them.
