　　Located at the central area of Wuxi-Jiangyin Coordinated Development Zone, Xiake Bay Science City is an important part of Wuxi-Jiangyin green development area, the core area and pioneer in the Wuxi-Jiangyin Coordinated Development Zone, and a major platform for building world-class advanced manufacturing center in the metropolitan area of Suzhou, Wuxi and Changzhou. By leveraging the advantages of the Yangtze River Economic Belt and Taihu Scientific Innovation Bay Area, Xiake Bay targets the in-depth integration into the Yangtze River Delta and follows the guidelines for the 14th Five-year Plan period. It will develop into the No.1 island chain of the Taihu Bay Area Scientific and Technological Innovation Belt, giving priority to intelligent economy, digital economy, cultural and tourist economy and service economy, fostering innovative emerging industries, and cultivating a 4+X industrial ecosystem, so as to promote the coordinated development of Wuxi and Jiangyin. 　　霞客湾科学城建设是一个中长期过程，为尽快形成有爆发力的新增长点，江阴规划启动建设绮山湖科创谷，以霞客湾科学城“先导区”为定位，打造特色鲜明、功能完善、动能强劲的科创智谷。绮山湖科创谷选址绮山湖周边，规划建设总面积8平方公里，区域内山环水绕，生态环境优越，且紧靠南沿江城际铁路江阴综合枢纽站和京沪高速江阴南出口，交通便捷，区位优势明显。未来，绮山湖科创谷将成为江阴的“高铁新城的核心区、产城融合的引领区”和服务全市大局的“人才集聚洼地、科技创新高地、产业资本福地、人文生态宝地”。科创谷建成后，将有效串起北部长江经济带、中部高铁城和南部霞客湾科学城，构筑南北协同创新发展轴。

　　The building of Xiake Bay Science City is a medium to long term process. Qishan Lake Scientific Innovation Valley serves as a tipping point for new growth. It is designed as the pilot area for Xiake Bay Science City and will become a source for scientific innovation with distinctive features, adequate functions and strong driving force. The siting of Qishan Lake Scientific Innovation Valley is near the Qishan Lake with a planned area of 8 square kilometers. It is endowed with sound ecological environment and convenient transportation, being close to the Jiangyin Station of Southern Bank of Yangtze River Intercity Railway and the Jiangyin South Exit of Beijing-Shanghai Highway. In the future, Qishan Lake Scientific Innovation Valley will become the core area of Jiangyin’s HSR New Town and the leading area of industry and city integration. On top of that, it will serve the overall development agenda of the city by gathering talent, scientific and technological innovation resources, industries and capital, cultural heritage and ecological advantages. After its completion, it will be an essential link to connect the Northern Bank of Yangtze River Economic Belt, HSR New Town in the middle and the Xiake Bay Science City in the south, thus formulating an axis for south-north coordinated development.

　　2011年6月，江阴高新区获国务院批准升格为国家级高新区。十年磨一剑，高新区成就了苏南国家自主创新示范区核心区这块国家级金字招牌的气象万千，奠定了全国第一方阵、全省前十序列、无锡江阴第一的四级领先发展地位。十年再出发，高新区将围绕打造“国内一流的创新型国际化园区”目标，全力办好包括未来产业科技人才主题招商恳谈会、集成电路产业高峰论坛、金属材料产业创新大会在内的“国批”十年“1+10”系列活动，进一步提升知名度、扩大影响力，全力建设科技驱动的创新高地、新兴产业的集聚高地、产城融合的宜居高地。

　　In June, 2011, Jiangyin High-tech Zone was upgraded to a national high-tech zone under the approval of the State Council. After ten years of development, Jiangyin High-tech Zone has lived up to the brand of the core area of Sunan National Independent Innovation Demonstration Zone, and consolidated its status of being in the first tier of national high-tech zones, one of the top 10 in Jiangsu and the first place in Wuxi and Jiangyin. Looking ahead, eyeing the building of the first class industrial park in China driven by innovation and featured internationalization, Jiangyin High-tech Zone will endeavor to make the "1+10" events for the 10th anniversary of the approval by the State Council great success, including the Investment Attraction Seminar on Scientific and Technological Talents of Future Industry, IC Industry Summit Forum, and Metal Material Industry Innovation Conference. By doing so, Jiangyin High-tech Zone will continue to expanding its influence and build itself into a hotland for scientific and technological innovation, gathering place of emerging industries and a model of industry and urban integration.

　　位于临港开发区的长三角（江阴）数字创新港是江苏省重点工程，也是江阴“十四五”时期创新发展的重大载体之一。当前，创新港项目一期、二期工程建设正紧锣密鼓地进行。创新港以南京理工大学江阴校区建设为核心，总投资3亿元的南理工工业互联网研究院项目将成为首批入驻的“创新主力军”。依托全市制造业优势和南理工科教人才优势，未来这里将成为临港开发区“二次创业”转型升级的重要支柱，为江阴实现产业更高端、创新更澎湃提供磅礴动力。

　　Located at the Harbour Economic Development Zone, Yangtze River Delta (Jiangyin) Digital Innovation Port is a key project of Jiangsu province and also a major initiative for the innovation-driven development of Jiangyin in the 14th Five-year plan period. At present, the phase I and II projects are under construction. Taking the Jiangyin Campus of Nanjing University of Science and Technology (NUST) as the core, the Industrial Internet Research Institute with a total investment of RMB 300 million will become one of the first major projects for innovation. Tapping into the strong manufacturing resources of Jiangyin and the talent advantage of NUST, the Port will become a critical factor for the second wave of booming development in the HED, injecting new impetus into the industry-led and innovation-driven development of Jiangyin.

　　江阴以高水平规划调优城市空间。谋定“南征北战、东西互搏”战略，启动“城市更新”计划，南部高铁城、滨江生态城、东部科创城、临港产业城 “四城联动”，将进一步集聚城市内核，拓展城市空间，提升城市品质，彰显城市魅力。坚持现代化滨江花园城市的总定位，“亲江拥山、两翼共展”的城市新格局逐步形成，一座枢纽之城、生态之城、文化之城、宜居之城，正从梦想变为现实。

　　Jiangyin is sparing no effort to improve the layout of the whole city. The city fully mobilizes and leverages all resources from every corner of the region to promote quality development. It launched a project to build the high-speed rail city in the south, the riverside ecology city, the scientific innovation city in the east and the portal industrial city. Furthermore, it gives priority to the role of urban core and strives to expand the urban space, improve the urban quality, and showcase the city’s charm. Jiangyin stands firmly in the overall positioning of the riverside garden city to promote a new urban layout combining a sound environment with rapid all-round development. Jiangyin is ready to bring its dream into a reality by building the city into a transprtation hub with a eco-friendly environment and abundant cultural elements.

　　Jiangyin is manifesting its urban quality with high level development. Benefited from abundant mountain resources, Jiangyin is promoting the development of a urban forest park around the city. Supported by rich water resources, Jiangyin is accelerating the building of several public parks along the river. Connected by the green belts, Jiangyin is accelerating the connection of 8 major parks in the city. Jiangyin gives priority to science and technology and strives to build a comprehensive managing platform for a strong smart city in order to enable “one-stop unified management” for urban operation. Jiangyin attaches great importance to the quality of the construction projects. The city witnessted the launching of high-speed railway Jiangyin station transport hub project and the progress of 5 bridges across Wuxi-Jiangyin Canal in an all-round way last year. Nanjing University of Science and Technology Jiangyin Campus was put into use in the autumn semester in 2020. Jiangnan University Jiangyin Campus was accelerating construction. All these projects contribute to the consistent improvements of the city. Jiangyin is endeavoring to build an eco-friendly environment by deepening the implementation of five-year plan on rural rejuvenation and focusing on the improvement of living environment in villages. A large number of villages with unique local features, better natural environment and a sound environment available for living and entrepreneurship spring up to outline the great beauty of the region south of the Yangtze River.

　　内通外畅重塑格局

　　A reshaped pattern of transportation

　　江阴路网密布、交通便捷。京沪高速贯穿南北，沪宁高速、常合高速相互交会，海港大道、江阴大道、芙蓉大道等快速路联通江阴东西南北，滨江路、长山大道、徐霞客大道等快速化改造工程加快推进，“两环九射多联”快速路网规划加快从蓝图变为现实。锡澄城际轨道交通S1线与“2高3快7干线”12条公路共同构筑起锡澄一体化大通道。长三角大通道建设如火如荼。南沿江城际铁路、江阴高铁综合枢纽站、江阴第二过江通道等重大交通项目加快建设；盐泰锡常宜铁路、江阴第三过江通道前期工作加快推进。航道水运发达，拥有36公里长江黄金岸线，沿江港口年吞吐量超2.3亿吨。锡澄运河联通长江与太湖，内河水运经济便捷。

　　Jiangyin has a densely connected transport network, which is swift and convenient. Beijing-Shanghai Expressway runs from north to south, and Shanghai-Nanjing Expressway and Changshu-Hefei Expressway are interconnected. Harbor Drive, Jiangyin Avenue, Furong Avenue and the other expressways connect each direction of Jiangyin. The construction of Binjiang Road, Changshan Street, and Xuxiake Avenue are accelerating. The fast road network planning of “2 ring roads, 9 highways and multiple connections” is turning from a blueprint into reality in a more rapid pace. Wuxi-Jiangyin Inter-city Rail Transit S1 and 12 highways including “2 expressways, 3 fast tracks and 7 trunk lines” create a favorable transportation network for the integrated development of Wuxi and JIangyin. The Yangtze River Delta great channel development is under construction. The Southern Riverside Intercity Rail, the transportation hub of Jiangyin High-speed Rail, and the 2nd cross-the-river passage are accelerating construction. The preliminary work for Yancheng-Taizhou-Wuxi-Changzhou-Yixing railway, and the 3rd Jiangyin cross-the-river passage is moving faster as well. Jiangyin also has well-developed waterway transportation, with a 36-kilometer golden coastline of the Yangtze River and ports with an annual cargo handling capacity reaching 230 million tons. Wuxi-Jiangyin Canal connects the Yangtze River and Lake Taihu, which xontributes to cost-effective and convenient inland water transportation.

　　在全省率先实现城乡公交一体化，行政村公交覆盖率达到100%。386个公共自行车网点、456个公交电子站牌实现主城区全覆盖。

　　Jiangyin takes the lead across Jiangsu province in enabling the integration of urban and rural public transport, with 100% of coverage in administrative villages. 386 public bicycle hubs and 456 electronic bus stop signs were employed in the main urban area.

　　保护长江造福百姓

　　To preserve the Yangtze River for the benefits of the people

　　江阴，坚持“共抓大保护，不搞大开发”理念，全力推动长江生态安全示范区建设，围绕“天蓝、地绿、水清、土净、景秀、居美”的美好愿景，编制《长江经济带（江阴）生态安全示范区建设规划纲要》。编制重点规划，完成长江生态安全示范区建设“五十项”硬任务。2020年，优化沿江生产生活生态空间，港口规划岸线从23.4公里主动压缩到16.85公里。完成19项长江“三乱”、104项河湖“三乱”、96项河湖“两违”清理整治。持续推进利港窑港口湿地保护小区建设，打造环境司法联合修复示范基地。部署长江流域江阴段禁捕退捕工作，长江无锡江阴段捕捞渔船已全面退出。完成45个长江干流岸线利用项目清理整治工作，沿江32家码头企业基本完成水污染防治设施建设。

　　Jiangyin, adhering to the principle of “protection against over-development”, is sparing no effort to protect the ecological safety of the Yangtze River. The city formulated the Outline of Yangtze River Economic Belt (JIangyin) on the Establishment of a Ecological Safety Demonstration Zone, with a good vision of “blue sky, clean land and soil, clear water, beautiful scenery and eco-friendly living environment”. Jiangyin strengthened its efforts and completed the tough work of “50 Projects” for the establishment of a ecological safety demonstration zone in the Yangtze River region. In 2020, Jiangyin improved the riverside production, living, and ecological space, positively narrowing the portal planning line from the original 23.4km down to 16.85km. It also completed the governance of 19 “three chaotic phenomena” of the Yangtze River, 104 “three chaotic phenomena” of rivers and lakes, and 96 “two illegal items” of rivers and lakes. Jiangyin continued to intensify the development of Ligangyao portal wetland preserving area, and combined efforts of both environmental protection and judicial department to restore the area. Jiangyin highlighted the prohibition of fishing in the Jiangyin section of the Yangtze River, and banned all fishing boats in Yangtze River-Wuxi-Jiangyin section. Jiangyin completed cleaning and governance of 45 Yangtze River mainstream coastline projects and 32 portal enterprises basically completed the establishment of the water pollution prevention facilities.

　　生态环境持续优化

　　Continue to Improve Ecological Environment

　　环境质量提升明显，水更清、天更蓝、土更净，逐步呈现美丽江阴的生态之美。全市PM2.5平均浓度37µg/m³，同比下降11.9%；优良天数比率77.9%，同比上升5个百分点；国省考断面水质优Ⅲ比例88.9%，水气环境质量均达到有数据记录以来的最佳值。在环保领域首次出台“50项硬任务”、建立量化刚性月度考核办法、推动实施“蜗牛警示牌”完善工作责任。完成省生态文明示范区、绿色学校、省级生态镇村创建。光大垃圾焚烧发电三期扩建、秦望山工业废弃物综合利用等项目建成投运。

　　The environment quality has been improved obviously with bluer sky, cleaner land and clearer water, which manifests the ecological beauty of Jiangyin. The average concentration of PM2.5 reached 37µg/m3, with a year-on-year decrease of 11.9%. The fine weather ratio reached 77.9%, with a year-on-year increase of 5 percentage point. The river cross section water quality III by state and provincial examination reached 88.9%, and the water and air environmental quality reached the best value since the data were recorded. The “50 Tough Tasks” was launched for the first time in the area of environmental protection. Jiangyin established quantized rigid monthly evaluation approach and improved work responsibilities by setting up “Snail Warning Sign”. The city also completes the establishment of the provincial-level ecological conservation demonstration zones, green schools, and provincial-level ecological towns and villages. Guangda Wastes Incineration and Power Generation Phase III was expanded and Qinwangshan Industrial Wastes Comprehensive Utilization project was completed and put into operation.

　　绿色发展宜居宜业

　　江阴将“黄金生产岸线” 退让变身为“生态岸线”，将滨江空间腾让出来，造绿地、建公园，相继建成船厂公园、鲥鱼港公园、黄田港公园、韭菜港公园、应天河公园等一批主题公园，启动建设锡澄运河公园，江阴绿道不断延伸，与城区各公园绿地加快沟通串联，主城区公园绿地服务半径覆盖率不断提高，“八公里沿江、十公里运河”城市T台初具雏形。

　　Jiangyin transformed the “golden coastline for production” into an “eco-coastline”. The riverside space is now used for green parks and land. Theme parks such as Shipyard Park, Shiyu Port Park, Huangtian Port Park, Jiucai Port Park and Yingtianhe Park completed construction, while Wuxi-Jiangyin Canal Park began construction. Jiangyin Greenway is stretching, aiming to connecting with the green spaces of parks in the city. The service radius of public green space in the main urban area continues to enlarge. The urban planning of a T-shape region begins to take shape, which covers an area along 8km of the Yangtze River and 10km of the Grand Canal.

　　以沿江生态绿色廊道为重点，持续推进绿化造林和生态修复。2020年，成片造林4825亩，全市森林覆盖率为20.28%，林木覆盖率为24.65%；城市建成区绿化覆盖面积5492公顷，绿地面积5080公顷，建成区绿化覆盖率为43.94%。建成区公园绿地面积581公顷，人均公园绿地面积15.65平方米。创建13个国家森林乡村，8个省级绿美村庄，1个自然湿地保护小区。

　　Jiangyin continues its efforts in afforestation and ecological restoration with the river side green belt as the main focus. In 2020, an additional green area covering 4,825 mu (about 322 hectares) was newly built, with the forest coverage rate of Jiangyin reaching 20.28% and the tree coverage reaching 24.65%. In urban built-up area, green space covered 5,492 hectares, the land area for greenery was 5,080 hectares, and the green coverage rate reached 43.94%. The green space and park area of the built-up area covers 581 hectares, with 15.65 square meters of green space and park area per person. Jiangyin established 13 state-level forest villages, 8 provincial-level green and beautiful villages, and 1 natural wetland protection community.
